It's not Scandinavian, or a feminine name, as I said over on the name facts board. It's an English surname, ultimately of uncertain origin, though it's possibly from a place name.
If Quenby's a family surname, I don't mind it for a girl. I'd prefer it as a mn even in that case though, since imo it sounds rather masculine.
