I would definitely go for option (b). Catalia, Ciara, Juliet, Arabella and Helena are all gorgeous names.
Elizabeth (prefer Elisabeth) is lovely but yes, chronically overused. And because that's been the case for so long, it just sounds generic now.
To me, honouring is not necessary. There are many ways to keep someone's memory alive, but in my own family circle, using their name has never been one of them. Your child will use their name everyday, you will say it everyday, so it's as well choosing something aesthetic.
Why not just use the meaningful names as middle names? Ciara Elizabeth or Ciara Roma would be nice.
