I think that giving twins rhyming names or similar names can be confusing, what if they were in the same class together and were identical twins, the teacher and their class mates will get very confused

I think giving them a name with the same meaning would be fine as long as both names were somewhat common, so people wouldn't get confused with pronouncition and the child wouldnt get made fun oof

I don't generally like themey names like Lilly and Rose but if you didd anagrams it could be interesting, on this web site there is a page that is dedicated to twin names and they have some good ideas.
