In South Africa it's a variant of Charlene, which is a variant of Charlotte. It's also sometimes spelt: Shaleen. If it exists in Swahili, then either they also use it as a fem form of Charles, which is unlikely, or they've picked up on it from (much) further South, or it's a coincidence. I'm betting on the coincidence!
