I don't know about Mandy, but the name it's usually short for, Amanda, appeared in 1221. See this link: http://snipurl.com/abad.
Another link, http://snipurl.com/abah, refers to the same Amanda the first link does, but says she was recorded in 1212. This could merely be a transposition error.
