It is pronounced neither like Conner nor Soner. In Turkish, the plain letter "C" is pronounced like the English "J". If the C has a little "tail" at the bottom in the original Turkish, (Ç), then it is pronounced like the English "ch" in "Charles". According to the Turkish-English dictionary I own, "o" should be pronounced as in the English word "doll". So there seem to me to be two possiblities for pronunciation: John-er or Chonn-er. I would suspect that the first one is the most likely.
As to the meaning, unfortunately neither Coner nor Çoner is listed in my Turkish name dictionary. And there are no words of those spellings in the Turkish-English dictionary, either.
