It is fine with me. For one thing, the child may have Japanese roots, even if the surname is English. The mother (or father, if she has her mother's surname) may be Japanese.You may have good reasons to give a child a Japanese fn, even without any Japanese roots. But people may ask her "what kind of name is that?" and "why a Japanese name?"."You may give them your love but not your thoughts. For they have their own thoughts.
