If чичера (chichera) means cold wind in dialectal slang, unless it is very very old dialectal slang it would not be where the name comes from. Also "some sources say" WHAT sources. Citing sources is important. I asked about чичері (chycheri) because it is a very old word that probably existed when surnames were given, and because while I know it as Ukrainian, does not mean there was no Russian cognate.
