Cicero's daughter! So nice to think of her on a cold winter morning. I wouldn't use Tullia Renata, though ... but it does need a name with history and a touch of gravitas. Tullia Felicity is good; Tullia Cecily Jane would be excellent. Tullia Ruth Penelope, maybe?
Tullia is lovely. It gives me warm nostalgia for junior high school - I don't remember why, but a few of my friends and I decided we should have "code names" and the ones I remember were Tullia, Araceli, and Sulamith. There were more people involved but I can't remember what they picked. So Tullia makes me smile.
Of your combos, I love Tullia Amy VERY much, Tullia Frances, Tullia Mary, Tullia Constance, and Tullia Jane. I think Tullia shines with a more sedate middle name to keep her from floating away.

I have no thoughts on middle names but wanted to say that I also love the ancient nickname for Tullia, Tulliola.
Don't really like it prefer Tallulah
It's very flowery. In terms of pronunciation, I like Tulla better.
It's not my style, but it's not horrible. It reminds me of Tallulah, which is another name that isn't my style.
I like Tullia but when pronounced correctly "TOOL-lya" it doesn't remind me of tulle. I think the name is pretty and it's ancient history just adds to its charm.

In my accent, "tulle" is pronounced the same as "tool." And even if I didn't pronounce them the same, there's a visual association.

I just googled pronunciation of tulle, and Google says it's pronounced like "tool" as well.
Ooh, I think it's a very interesting and gorgeous name; one of those forgotten, historical beauties. I also heard someone (near me) named their daughter Tullip, and I think that Tullia is a much nicer name!!
Of your combinations, I love:
Tullia Rachel
Tullia Susanna
Tullia Francesca
Tullia Frances
Tullia Constance
Tullia Renata
Tullia Minerva
Tullia Agnes
Tullia Catherine
Tullia Ingrid
Tullia Inez
Tullia Roxane (If it were Roxanne, I'd put that before Rachel!).
Other names that I enjoy, but I don't like the repetitive "ee" sounds in the combos, unfortunately:
Dorothy
Mary
Cecily / Cecilia
Amy (I LOVE how this honors your mom, and I find it very sweet that you include it! The "ee" sound is just too repetitive for me here. But, I do truly love this name; it's short, spunky, timeless, and no-nonsense)
Regina
Nadine
Irene
