Renee is safer. Love Regina (US pron), unusually, hate UK pronunciation, which as New Chloe discovered, has sadly carried over to the city.

I prefer Regina, but Regina is the name of a city where I live, and for some reason everyone in the dang country mispronounces it so it rhymes with vagina. I don't know how that happened but it's inescapable now.
Regina in Saskatchewan, Canada is unfortunately pronounced to rhyme with vagina. It's named after Queen Victoria (Victoria Regina). The British pronunciation comes from the Latin and the late Queen also held the title "Elizabeth Regina".
In Europe, many countries pronounce it as "reh-GEE-nah". I knew a woman of Greek origin who pronounced it like "GEE". I asked her if people mispronounced it or if she was teased and she said "no". I guess parents have to ensure that everyone knows the second syllable is "GEE" not "JIE".

Regina is lovely and I also like variations such as Reine, Reina and Queenie although the last one is just a guilty pleasure.
I prefer Renata to Renee.

Tough call, I like both. I suppose I lean more to Renee.
