Is it odd to name a girl Charlotte, and maybe call her Scarlett if it suits her personality more?

Weird and odd ... I would say instead it would be artificial, synthetic, phoney, imagey, lame.
Not that it couldn't happen, say, if character Charlotte got obsessed with her favorite color, red, and wore no other colors for years, or something like that, and her parents teased her about it ...
But in real life it would probably seem forced, to actually start calling a Charlotte Scarlett, because it "suited her personality more." It would almost seem rude to her. If she demanded to be called Scarlett, that wouldn't depend on her personality.

I could see it if it was an evolution of a silly rhyme like "Scarlet Charlotte", maybe if she got sunburned, or blushes easily or something. But then I'd spell it Scarlet. And just use it as a family nickname, not an "official" nickname.

It would. If I truly decided Scarlett worked better I'd probably pursue a legal name change.
Surely she'll come to seem like a Charlotte if that's the name she's always had. What is a Scarlett personality anyway? And a Charlotte one? Doesn't every Scarlett, and Charlotte, have her own personality? I don't believe that anyone would actually do this.

Maybe, if you think it seems more fitting, you could use a nickname like Charlie or Lotte (just an example). But calling her a completely different name? No, I wouldn't do that.

It's quite a stretch even if the names do rhyme. It might not be so weird if Charlotte herself insisted on being called Scarlett, though that does sound like the kind of thing a teenager would do to rebel or to experiment. But for a parent to consciously choose to call a daughter Scarlett when they are the ones who picked out Charlotte, just because "she seems more like a Scarlett" seems unlikely and silly.
