I'm not too big of a fan of it, either, sorry.
I think it's interesting. There's something serious and almost sinister or morose about this name. I'm not sure why, some buried association I must have.
Garland is actually a pretty neat sounding name, and I like the 1930s sort of spirit it has, while also being quite modern. I'm very curious to see how I'd feel if I met someone with this name! It seems like it would be a great name for someone who wants to choose a gender neutral option.
I have trouble picturing this on a child, but it would make perfect sense on a young adult who had renamed themselves.

I actually knew a guy from school named this. He was a grade or so below me, but I distinctly remember taking art class with him. Real decent kid. It also reminds me of a specific character from one of my favorite television series. So I think of those two associations besides of the late actress.

I'm sorry, but I don't really care for it.
It is both a surname (as in Judy) and a dictionary word. Two strikes, and it's out.
