It's trying so hard to be beautiful that it sadly misses the mark. The names compete and become rather shrill. Also it feels oddly dated, a strange mashup of the 90s and the early 2000s. Even though both names have more history than that, somehow none of the history is able to shine through here.
Both of the names are nice but as a combo they sound a bit weird.
I love the name Jessica; it would be a family honoring name for me. Victoria is also a wonderful name, with so much classic elegance. Together, however…I don’t really care much for it.
Eh. I like Victoria and I'm ok with Jessica but I think they're too much of a mouthful together.

Rhythmically, I prefer Victoria Jessica, and I like both names. However, I don't enjoy it as a combo, either way, because I find the rhyming endings rather trite. In languages where most if not all female names end in -a, it's fine, but not in English somehow.Same with male names: I wouldn't like Edwin Robin.
Lacking of flow, boring, dated....
