I don't know about primarily Spanish speaking countries, but in the US its popularity has been pretty much the same for 50 years. It's not any stranger now than it was when those 40 year olds were born.
To me it seems basically like Naomi which I perceive as kind of a 90s name, but actually that's more popular now than ever. I'm just more likely to encounter adults named it because I meet more adults; the Noemi and Nohemi I've met were in their 20s-40s fyi.
