Kevin is just average. I've known a ton of Kevins born later than the 70's so I don't think it's that dated. I'd be surprised to see it on an actual child now, but I was born in the 90's and there are a lot of Kevins my age as well as older ones. It's definitely a "just some guy" name, but most Kevins I've met are nice and I have generally good associations with it.
Devon is ok, but Devin is better if you don't want to be named after the place. (Also I'm a dumb American and I thought Devon was a city & just now found out it's a county.)
