This seems to be one of those names that shows up on popularity lists pretty high up, and shows up in books and/or TV/movies a lot, but the only female Charlie I know of is probably late sixties. I believe her real name is Charlene, but not sure. I only know of her; she lived near my in-laws (my MIL is a Charlene herself but is never called Charlie) till she had to go into a nursing home.
As a full girls' name, I think it feels childish and self-consciously tomboyish, and also has a cheap feel, like some woman who hangs around with mostly men, getting drunk and fighting in public.
