Wasn't Dougal the name of one of Newt's animals in Fantastic Beasts? Anyways, I kinda like it. I wouldn't use it on a baby nowadays, but I definitely would use it on pet.
Oisín seems too weird, I don't really like it.
I love both Niamh and Neve, but maybe Niamh would carry some misspronunciation.
I hate Clíodhna, but Clío has a nice ring (I prefer this spelling and the Clio one over Cleo)

I'd be happy to meet a Dougal; don't think I ever have. It's a good name with a long history and no down-sides that I'm aware of - serial killers or neo-Nazis or whatever. I prefer it to Oisín, but where I live there is much more Scottish cultural influence than Irish so perhaps I'm just more used to it. I love Niamh, but only with that spelling. People can be educated!

Clíodhna interests me. I knew a Cleone (kleeOHnee) at uni, and never got to the bottom of her name: just something her parents liked. Perhaps it's an attempt at making it easier for people to guess the pronunciation? Which isn't exact, but is close.

Dougal (if pronounced DOO-gal) sounds rather childish to me; like 'doodle'. I would only use on a pet.
Cool meaning though.
