Unless I was French or living in a Francophone country, I'd use Lucy. Can't see the point of Lucie where Lucy is the standard: it would lead to daily mistakes that would have to be corrected over and over for a lifetime, and IMO the mistake would be in using a non-English version in the first place. I don't think Lucy needs a "full form": if I used Lucienne, I would expect to use it in full.
