For a girl, absolutely not.
My first association with this is the Aswan High Dam, the dam constructed on the Nile in the 1960s to prevent the annual flooding of the Nile. Not that that is a bad association, I just have a hard time envisioning this actually being used as a name.

It seems likeable. Not quite my favorite sounds, but I like Oscar and Edwin okay, and it's not so different.
Doesn't strike me as a good name for a gal. Although since I haven't ever seen it on anyone at all, I'd get used to it if it belonged to a gal - I'd just rather do something to the spelling, Oswyn, Oswinn, something to make it not look like Edwin and Irwin.

Fine for a boy since its a masculine name, a bit off center, but not too far. would be utterly grotesque and wrong on a girl.
Dislike. Not sure. No way.
I prefer Oswin for a boy
So I pair it with Oswin Joseph Nicholas or something like that, for a girl i would use
Oswina, or Osma, or even Osanna, or Oseye, or Osen, so some combos maybe would be Oswina Rachel

I like it. It's very different and unique. As a writer, I actually named one of my characters this, which is very fitting for him I think, because he's half human with special abilities. He often goes by Oz. (: I also think it would make an awesome name for a pet, such as a dog or cat. (:
