I don’t like Dora, but I like Isadora. Zora is okay, Thora is also okay, and Lora is a no for me.
The only reason why Cora goes above Flora is because it doesn’t remind me of Floor. Flora is youthful but it can age well, beautiful, and I like the etymology. Nora I never liked and probably never will. It’s not a bad name or anything though.

I agree with Gaia about Cora/Flora/Nora
I really dislike Dora (door, dork)
Zora reminds me of the robot
Thora reminds me of the Jewish Holy Book (even though it's spelled differently)
Lora is a bit dated, but still pretty. I like the nickname Lori.

Cora=Dora>Thora>Nora>Flora>Lora>Zora
1. Zora

4. Thora, Nora
5. Flora, Lora
Flora is last because I'd probably think it was cute in a BA but feel I would dislike being named it; Lora is last because it'd be really boring to see, but I wouldn't mind being named it. Thora and Nora I'm pretty neutral on in either scenario. Zora, Cora, and Dora are ones I'd moderately like in either scenario.
Zora reminds me of names like Zoe, Aurora, Zelda, Zara, Zoraida.
Cora reminds me of names like Cara, Vera, Kore, Cori, Corinne, Corazon.
Dora reminds me of names like Dorothy, Dorothea, Pandora, Isidora, Doriane, Doreen.
Nora reminds me of names like Sara, Nelly, Honora, Susan, Hannah.
Thora reminds me of names like Thisbe, Thea, Velma, Tova, Tara, Tori.
Lora reminds me of names like Laura, Lori, Lorena, Melora, Delora, Lisa, Jordan.

I don't like Cora because it sounds like an apple core or coroner. I have a bad association with Nora. Flora is okay and the best of those three, but seems a little like an old lady. Dora - too much like door, makes me think explorer and my great-aunt, who was nice, but makes this dated. Zora is okay. I think it might be becoming a little trendy. I kind of like Thora because of Thora Birch. Lora would just be confused for Laura or Lara. Overall, not a big fan of this ending.
Favorite to least:
Flora
Thora
Zora
Dora
Nora

I really enjoy all three! Nora is my favorite and it is quite hard for me to decide what my second favorite is. Today I think my ranking would be:
Nora
Cora
Flora
Tomorrow I could end up preferring Flora to Cora.
As for the others, none of them appeal to me quite as much as the first three. I like Zora and Lora ok, and I don't dislike Thora. I'm not a fan of Dora.

In order of preference: Nora, Flora and Cora.
I love Florence, so probably I'd feel more positive about Flora if only the margarine wasn't a factor. But it is. Cora sounds like the cry of a crow. Nora is pleasantly vintage, and much better than Ellie or Nellie as a nn for Elinor etc.
I positively dislike Zora and Thora; they sound unattractive to me. Laura would have been my first choice for a daughter if I hadn't committed (happily!) to Beatrice after my mother and grandmother. Not sure if Lora has the same pronunciation: either way, I'd stay with Laura. Dora is OK; my mother knew an elderly lady who was always known as Dora, but it turned out that her actual given name was Deborah! I would have preferred the full form, but anything's better than Debby.

Out of three options:
1. Flora
2. Nora
3. Cora
Flora is my favourite here. It's pretty, old-fashioned in a good sense, and elegant.
Nora, Thora - these are sharp and simple, yet they can easily caught your attention, especially Thora.
Cora - I like it a little better than Lora, Zora & Dora.
So,
1. Flora
2. Thora
3. Nora
4. Cora
5. Lora
6. Zora
7. Dora

Flora > Cora > Nora.
I've liked Flora for a very long time, and switch between preferring it and Florence. I like the meaning, and it sounds peaceful, pleasant, and clement.
I don't prefer any of the other names you listed to Flora.
From most to least favourite:
Flora
Cora: perhaps not dramatic as my beloved Persephone, but certainly more usable. The sound reminds me of the French cœur (heart) as well.
Zora: lovely sound and meaning. Bonus points for being Slavic.
Nora: I prefer both Eleanor and Honora to Nora.
Thora: rather clumsy and unattractive, but I much prefer it on a girl to Thor on a boy.
Dora: I prefer Dorothy, Theodora, or Isidora.
Lora: reminds me of the parrot.
