I think it's venerable like Dorothy, Ruth, Frances, and quirky-cool kind of like Opal, Mavis, Iris but still can fall a bit flat or is dowdy like Phyllis, Bernice, Ethel (all of which I like, anyway) might be said to be. Its similarity to Dorcas and Boris probably doesn't help in the US, considering how those have been satirized (as dorky and boring).
