I like it.
I associate it more with Talia than Dahlia (thinking of it as a Hebrew name), but Spanish is pretty familiar in my part of the world, and I also think the Baltic myth connection is neat.
The sound is a bit generic but not in a way I dislike really. Other names I'd group it with are Delia, Camila, Camelia, Maya, Layla, Zinnia, Amalia.

I prefer Dahlia, as the more familiar spelling and pronunciation; there seems to be no good reason to use a Spanish/Arabic version unless one actually is either Spanish or Arabic. And a Dalia person outside Spanish or Arab contexts will have a lot of explaining to do, all her life. Not worth the effort.
That said, it's not a flower name that I particularly enjoy. I don't like most of them, and this isn't one.

There are three main database Dalias...and four submitted ones (with accent markers). I really like Dalia(1). Its Spanish and Arabic. Beautiful! They say it with such class. I prefer the sound of that over the sound of Dahlia. The spelling also looks smoother.
