It makes me think of the book The Wolves of Willoughby Chase by Joan Aiken, one of my favorite books as a kid. Definitely an upper-crust English boy.

Definitely a boy in my book. Makes me think of a blond preteen in the Australian outback.
I like the sound, but I would prefer to spell it Willoby.

I find I've a distaste for it. I think due to the Jane Austen character. That -ough- is heavy visually in an unpleasant way as well. Though alternate spellings are terrible. I also think that letter sequence very masculine (again hardly logocal)

^^^ That is basically my stance too. I don’t mind it on boys, but it fits a lot better as a middle or last name in my opinion.
