Whimsical, a little kitsch.
I don't mean that in a really negative way. It's just, like any name that is that wordy and unusual - it makes a strong impression.
A strong impression can be good or bad depending on context.
There'll be fewer contexts where it seems "cool," and more where it seems "tacky," than a name with a blander impression.
What I personally don't love about it is that, as a name, it's basically Tiger plus Lily ... sweet harmless Lily, plus "hear me roar." Also tigerlilies are pretty showy, visually. So it seems kinda shallow and gimmicky, compared to other more cerebral or pastoral "ultra hippy" names IMO.
But I think I'd find it kinda cool, on the right person.
Where it might fit on a spectrum of names with a related "vibe," in my personal impression...

Avalon, Greenleigh, Sunflower, Dharma, Spring, Gemini, Loveday, Nightingale, Tigerlily, Winterrose, Stargazer, Moonlight
