One of my childhood best friends was named Felicia, and for ages she was the only one I'd ever met. So for that reason alone I have a positive association. I think it fits well with a lot of Latin-origin names that are popular now, and it was never popular enough in the past to become dated. The only potential obstacle would be the "Bye, Felicia!" meme, but even that seems to be dying down.
As much as I like Felicia, I love Felicity even more. It's one of my very favorites. Can't really explain why Felicity appeals to me so much, it just does.
