I think one or the other potentially works okay despite being saccharine, but together, they mainly sound like stuffed animals a kid named.
Daisy / Daphne / Dalia / Dahlia / Delia and Holly / Hollis / Hallie / Yaara / Melina would seem nicer (more namey) to me.

Awful
I don’t care for either name. I don’t mind Dolly as a nickname for Dorothy but even then I prefer Dotty.
Honey is just plain ugh for a person. It works well for a golden retriever puppy though.

Don't even get me started on how childish Honey and Dolly sound. Ugh...PLEASE DON'T.
As nicknames, absolutely. Harriet and Dorothy "Honey and Dolly" would be sweet.
As full names, no.

Unsuitable for humans; maybe for paper dolls?
yuck, my teeth hurt ...
Honey itself is just plain gross. It's a dog's name, or something someone calls you when they can't be bothered to remember your name, or what a hooker with not much imagination might call herself.
Dolly is just okay, and only because of Dolly Parton.
For twins they sound lika pair of golden retriever puppies.

I knew a golden Cocker Spaniel called Honey; she had a litter and the owners kept one puppy and named it Sweetie.
In mitigation, two out of the three kids were preschoolers.

Haha, yes to all points.
They’re nauseatingly cutesy and kiddish as a set. They might be a bit better separately, but I still don’t like them.
