Polly is kind of cute. But Pollyanna is gross. It was never really used much as a name till the book about Pollyanna got popular, and the character was so sickeningly sweet and optimistic that the name pretty quickly became a word for someone (male or female) who acted the same way.
So no, it's not a nice name to call someone.
