I hear 'hooray' and 'ratio' in it, so it's basically cheerful and mathmatical to me? Also a bit stuffy/literary/antique/round.
I like that Ray can be a NN for it, and I like the meaning.
Don't know if these lighten it up, but these are names I've liked it with:
Horatio Isaac
Horatio Dara
Horatio Amzi
The first one that came to mind other than those was Horatio Zev.
