I'm surprised - where I'm at, it's considered a bit dated (while the similar Bonnie is slowly rising, go figure). That's because it's almost always a short form of Constance, which has also fallen out of use - though it was a childhood favorite (because of The Three Musketeers). As a nickname for Constance it's cute, but I don't like it on its own.
Slightly off-topic, but I did go to college with a young woman who went by Connie, and I thought her name was Constance for almost a year (or perhaps Constanzia, since her family was very Italian). Her real name turned out to be Concetta, which I'd never heard of before her. I always thought that was interesting.
