I need to find out about the use of "the second"-(II). Is it proper to use this symbol?

I dont think I've ever encountered any non-US citizens attach latin numbers to their names, unless they are members of a royal family.
Yes, provided the child will bear both the same first, middle, and last name of his uncle. The name must be identical to his uncle's -- if you give your baby a different middle name, then he won't be a "II".
