Waverley looks more finished, but still not anything like a personal name. All I can think of is the main railway station in Edinburgh: I don't find Scott very readable so I can't comment on the novel. And, it's a long word (or name) and could really only shorten to Wave. Which isn't the worst fate imaginable, unless she had a sibling named Ocean.

Or if her full name is Ocean Waverly which... sounds good for a mermaid I suppose
