I'd agree, although there are numerous other dithematic names with the same first element (ragin- which I would say means "power/might/rule rather than "advice" — it's a Germanic correspondent (Pokorny postulates a different root meaning "order") of Celtic Rix, Latin Rex "king/ruler" and regnum "(royal) power, rule" to which the semantic similarity is extremely suspicious and implies the Germanic word was borrowed from Latin or a related (Northern Italic) language or dialect. The wiktionary etymology is contrary to almost all the recorded semantic meanings, and the sense of "advice" unique to Gothic can be easily understood as a derived meaning from the primary of "rule, order") which could also qualify if considered a diminutive.
