My father was, I think, one of the last Cecils: he unsurprisingly always used the British pronunciation. I've never heard the American version used in South Africa. In fact, the only time I have heard it IRL was in Northumberland, where his uncle used it, though the rest of the relatives didn't.
In spite of the family link, I find Cecil very dated (and politically incorrect: Cecil John Rhodes!). But, given enough daughters, I'd have been very glad to use Cecily, though not frilly Cecilia.
