It makes me think of two adult friends: a man named Peter Philip and a woman named Philippa. And, since I know the etymology, it's got a nice, horsey, outdoors feel! I don't think of Prince Philip particularly, or of any of the royals: I suppose his name is more interesting than most.
I don't think it's dated. Philippa and I have been buddies since our first year at school, so I find it easy to think of Philip(pa) on any age from six years old to adult. And it's a good name with a long history, and was never trendy though always in use to some extent. So it could work very well on a modern child.
