It possible that Istas has that meaning and origin but since it doesn't name a tribe and that a lot of babyname sites (very unreliable) use, I'd take it with a grain of salt.
Names aren't "American Indian" or "Native American" (these are not languages). It is a very broad ethnic group that encompasses many tribes and many languages.
