I'd choose Phoebe if a child would be living in the US.
I used to like it more than I do now. I got kind of tired of it. I associate it a bit with one of the sisters in Charmed.
Febe doesn't look like it has the same pronunciation as Phoebe. Phebe actually makes more sense to me than Phoebe and I think it looks better as well. But since everyone would probably assume "Phoebe", I think it'd be easier to be named that.
Other spellings I can think of which wold lead to that pronunciation: (though I'm personally not a fan of misspelling names on purpose)

Pheebie
Phoebi
Phoebie

Fibi
And closely related sound-wise are Fifi, Vivi, Hebe, Fabi
