My best guess is that this name is South Asian. A simple Google search shows that several people from India/Pakistan/Bangladesh/Sri Lanka are named Padumar, Phad-Umar, Phadomar, and variations upon that theme. I cannot find a suitable meaning for Phadd, but Umar is a variant of Omar, a popular Muslim name.

Is it is the name of someone I know but he isn't aware of its origin, either. His is older and his parents are deceased so he has no one to ask. His best guess was somewhere African.
Hmm. Sounds interesting, I've never heard it before. It sounds like it could be Middle Eastern?
