Penny wise is a common English expression in the phrase "penny wise and pound foolish." The saying means that somebody is careful about small amounts of money, but careless when handling a large amount.
So no, the name would not work on a preal person, and also wouldn't work on another character.
There is a famous women's health author called Penny Wise Budoff, however, the fact that some parents thought it would be funny to name a child Penny Wise (if Penny isn't a nickname for something else and she chose Penny as a joke) does not make it all right to give a person.
Penny however is a not uncommon name or nickname. It's quite dated now though. My mother's little dog is named Penny.
