It's okay, but only okay. I think it sounds severe and a bit cold. The Ann Toh Nee A sound makes me think vaguely of chemicals, for some reason.
I think Toni is very cute, and I'd just use Toni on its own if I wanted that name. Tonya/Tanya doesn't seem a real likely nn, because 1. the sounds of it and Antonia are pretty different and 2. Tonya and Tanya are already almost always used by themselves.
I much prefer Antoinette if we're talking about a feminine forms of Anthony. I happen to love Anthony for a boy, and Antonio is pretty cool too. The o ending takes away the chemical aftertaste.
