I know four adult Ruperts (and am related to one of them). One works in wildlife conservation, one works in radio, one is a lecturer and the other is a sports coach, and none of them are aristocrats. It's never been super popular in the UK, but it's not an unusual name. When my relative was a kid most people's main association with it was a cartoon bear: now it's probably Rupert Murdoch.
It's a good name. I'd give it a 7.
