I like Minnie. It's sweet and spunky in that wonderful flapper-esque way.
I've been having a similar issue with Wilhelmina lately- I am falling big time for Billie but would want a full name for it and Wilhelmina just seems like a lot of name for person haha.
I think Maxine nn Minnie works as long as you consistently called her Minnie. I think people would get confused if you alternated between the full name and Minnie too much. It's always difficult to alternate too much when the nickname isn't super intuitive and when there are more intuitive nickname options (Max, Maxi etc). Maxima "Max" has really been growing on me lately.

Amina (I have a friend named Amina, very English heritage sounding last name and no Middle Eastern heritage to my knowledge, and her family calls her Minnie and Min)

Cherokee "Rocco" (ignoring the significant cultural appropriation issues I have with this name if you're not Cherokee)
