No, it is not Latin based, unless you can show that the postulated name "Namirus" was used in Latin. I could not find any trace, but Namir exists as an Arabic name, and Namiria seems to be a modern (probably Afro-American) feminisation of this name. The usual Arabic feminine form is just Namira without an extra "i".
A modern Latinization of an Arabic name, then?
