Well, I fail to see how Juliette became Dottie, unless there's some in-joke, or unless little Juliette or one of her siblings couldn't say her name and Dottie is what they came up with.
Dorothy, Dorothea, maybe Dolores?
Or it could be a (not very grown-up) nn for somebody with a lot of freckles.
