I actually like Cecil for a boy, although I know I'm in a minority!
I prefer Cecilia to Cecily, and I don't think Cecilia is too Catholic. I think Cecily could work as a nn for Cecilia.
Other nicknames could be Cece / CC, Sisi, Celia, Lia.
