In her ten years as queen, Tess has had to deal with only relatively small troubles: tense negotiations with a trade partner, disputes between high-ranking members of court leading to court-wide battles, and relatively few tragedies of man or nature, but no war or outrages against her rule. But as she approached the tenth anniversary of her coronation, with plans for queendom-wide celebrations underway, the first real crisis of her rule emerged. A series of floods in the chief grain-producing regions of the queendom has uncovered a scandal large enough to shake Lutera's core: the thievery and embezzlement perpetrated by her Chief Treasurer. When Tess ordered funds be distributed to the afflicted areas, a discrepancy in the accounting was discovered. Investigations revealed that Lady Emma Tullere, Chief Treasurer, had been skimming royal funds meant for disaster relief and maintenance of the academy system, probably since the beginning of her eight-year tenure. The scandal, and the fact it went on so long under Tess's nose, have some casting a sideways glance at their queen, and many mumbling about bribery and favoritism among royal advisers (Emma was appointed at the suggested of an adviser who had been paid for the recommendation). Some are calling for a reevaluation of all the high-ranking officials to assure that no more are corrupt.Still reeling from the scandal and betrayal, Tess gave birth to her and Henry's second son. Tommy is as boisterous and fat as his elder sister Edie was small and quiet. Edie, who has grown into a healthy, if somewhat scrawny and sniffle-prone, little princess, is overjoyed with her little brother, as are her parents and the rest of her family. HE is a laughing and joyous little boy, earning him the nickname Bonnie Prince Tommy. The queendom's celebration of the new arrival has, for now, overtaken the talk of Lady Emma, but Tess and Henry both know that change will need to happen in the wake of this scandal.
