The Tobias who refuses to answer to Toby presumably has to do so rather frequently. This should be a warning. And I must say, Toby isn't very appealing - though I've known a very nice one.
Theodora and Tobias only look T-heavy; because the sound is different, it wouldn't matter.
I'd use Theodore without hesitation; I think it's a classic that is sometimes more frequently used than others, but it'll never be like, say, Michael, where there were so many running around that namers just gave up on it.
I know a Theodora who hates her name with a white-hot passion; never known another one, and never known an English-speaking Theodore either.
