I don't think this is a good idea for a British character unless it is a nickname, not an official given name.
People who actually live in or near London would be among the least likely to see London as being an appropriate name for a child.
Of the names you have given, I think that Morgan and Noelle are the only ones that would be likely to turn up on a girl in England at this time. What time period is your story set in?

It's present day. I really like London, but I had the same thoughts about the name. Maybe a middle name?
She's a tomboy, like I said, who's into martial arts. She lives with her mother; her father isn't around much. He's in the military (kind of like the movie the Transporter and 24 mixed into one).
She's 5'8'' with blonde hair and grey eyes; studious, but still likes to have fun. My friend really likes to do character descriptions, so all the details haven't been ironed out yet. That's the basic description, though.
