The answer to this is contextual.
Since Tammy could be a nickname for Tamara, I would normally suggest going with the full Tamara myself. However, I am not a fan of Tamara as a name (it doesn't seem to fit the culture of my family, or my tastes) - so I like Tammy better of the two.
In all honesty... I would say neither is better. I would go with another name (like Tamela, Tamsin or Tamar) and just use the nn Tammy.
