I think it's the best woman-name in common use by English speakers. I almost named my daughter it (but chickened out because a close friend had just named her daughter Julia six months earlier).
I don't know very many Julias of any age. I think in the US it's probably something like the 100th most common name for all ages, or less common (going off the fact that it was 89th in 1990). It's steadily used and goes through trends but it has never been a real fad. So no, it's not overused at all as far as I'm concerned.
