I guess I agree in your descriptions of them, though I personally don't much like them. I've never been a fan of "Rich" to begin with. The "ch" sound is just very unpleasant to me most of the time for some reason. I don't think either of them are too fanciful or outlandish however. They have that vibe of off-beat old-timey names, but with the frilliness of popular names these days that I think makes them more usable. I honestly wouldn't be surprised to meet a girl with either of these names while subbing lol Or, hell, a woman of any age.
